Description: Using this technique causes a target or targets to be physically immobilized, as though they've been tied down with invisible steel ropes. Because it's a relatively simple technique, even genin should be able to perform it. However, the strength of the binding varies significantly from one's chakra level to the next.
Effects: Locks down the opponent for one post, preventing them from moving. This technique can be used on more than one target; however, overall power is divided evenly for each target it's used on. Similarly, for each target it's used on, the user must pay the same chakra depending on the jutsu's rank.

Reason: This technique shares the same base principle as the Limited technique, Genjutsu Binding. While I will approve of a minor form to this technique, it will have to follow the same rules listed for Genjutsu Binding.

Overall effectiveness will be reduced per enemy used on.(Split evenly)
this technique will be limited in rank up to B-Rank.
Bump this up to C Rank minimum(Per the jutsu guide's standards)
User pays full chakra cost per target used on.(Such as using B rank version on two targets- user pays 80CP per target)

To clarify, "Overall effectiveness reduced per enemy used on" means that if you have a jutsu power of 300 & use it on 2 enemies, each enemy is affected by 50%(Or split evenly between more than 2 targets) Thus affecting them at 150 jutsu power.
