Place your skill points in what skills you plan to use(like puppetry)

Place your stat points between Strength, Speed, Endurance & Chakra(Suggestion. As a puppeteer, you don't need a whole lot of physical stats if you plan to primarily use puppets)

~Okay couple things, your update basics have to be approved before you can start buying stuff for your character. You already have jutsu and puppets (which have not been approved) before you got updated.

You can leave the E Ranks as everybody has those but all other jutsu have to be taken off as well as your limited, you havent got that type of access yet. Refer here to see what im talking about. Bump this when you have made the proper changes
