Description: A sword technique of the Thunder Breathing Method, or Breath of Thunder school, focuses on the swift drawing, striking, and re-sheathing the blade. In a manner reminiscent of Iado, the added force of the blade onto its sheath moments before releasing it stores up power and makes the cut not simply exceedingly swift but also more powerful than an average strike. While likely derived from Iado in some way, the Breath of Thunder adds chakra to greatly enhance a practitioner's native skill and transcend their physical nature. In this way, Thunder Breathing focuses as much on bodily power as on deft swordsmanship.
 
Crackling, in the line of the other Breaths of Thunder, focuses on speedy swordplay, but does not inherently limit itself to only the use of a sheathed sword or even a sword at all. This movement skill hypercharges one’s balance, acrobatics, and agility, pushing them to the highest possible level and allowing the practitioner to move freely in any environment and at any angle. Whereas most Thunder Breathing - and iado - techniques focus on single strikes and linear dashes, this deadly skill sees the user darting swiftly from point to point in a bewildering set of blitzes and dashes. Even tiny surfaces, such as ninja wires or thin branches, are enough for a person to fully redirect his direction and momentum, making the techniques exceedingly difficult to follow or predict. Most deadly, the user is free to strike - including by use of draw style techniques like Thunder Breathing methods - at any point and from any angle of the dash, further adding to the hectic and unpredictable nature. Inoffensive on its own, this allows for unprecedented mobility and flexibility within the style. Reflective of this confusion, opponents suffer a debuf to their perception (but not physical speed) equal to the power of this technique, if they are in range(range stat).

Effect:A movement skill comprised of a number of very swift dashes, allowing maximum balance, acrobatics, and sword play from any angle at any moment.

How can it have no cost if the description says it uses chakra to boost the power and speed of the jutsu?
